This paper analyses the main trends in Ukraine’s public policy on human rights. It notes that the human rights situation has deteriorated year on year, whilst the Russian Federation’s full-scale aggression and the focus of human rights defenders on documenting war crimes have weakened public scrutiny of the Ukrainian authorities’ actions.

The report analyses the observance of human rights in the practices of the High Anti-Corruption Court, the National Anti-Corruption Bureau and the Specialised Anti-Corruption Prosecutor’s Office. It examines issues relating to the presumption of innocence, bail amounts, proceedings in absentia, the legalisation of investigative materials, the institution of plea agreements and the equality of the parties.
