Human Rights in Ukraine 2025 and the First Half of 2026. Key trends

This paper analyses the main trends in Ukraine’s public policy on human rights. It notes that the human rights situation has deteriorated year on year, whilst the Russian Federation’s full-scale aggression and the focus of human rights defenders on documenting war crimes have weakened public scrutiny of the Ukrainian authorities’ actions.

It highlights systemic discrimination, barriers to healthcare, legal challenges and recommendations.

It examines issues relating to the presumption of innocence, bail amounts, proceedings in absentia, the legalisation of investigative materials, the institution of plea agreements and the equality of the parties.
