ISBN 978-617-8186-23-4 The model draft is one of the results of creative research of the Ukrainian Helsinki Human Rights Union and Kharkiv Human Rights Protection Group (KHPG) in the area of modern Ukrainian constitutionalism, the protection of human rights and fundamental freedoms in Ukraine in the period 1991–2023. The model draft envisages a new approach to determining the fundamentals of the constitutional system of Ukraine, the bicameral structure of the Ukrainian parliament — the National Assembly of Ukraine, proposes a presidential form of government (the president is the head of the executive branch), rethinks the entire complex of subjective human rights. The legal status of the Crimean Tatar Autonomous Republic as a political (national) autonomy of the Crimean Tatar people is also completely new. The ideological basis of the draft is the acquisition of national and general Euro-­Atlantic constitutional thought. In the principle issues of freedom of conscience, speech and media the draft reflects the axiomatic positions of the United States constitutional paradigm.
