A brief information about Civil organization Kharkiv Human Right Protection Group (KHPG)
KHPG was registered in 1992, and since 1989, it has been operating as a human rights group of the Kharkiv "Memorial" society. KHPG protects human rights in specific cases of their violations, considering up to 3,000 written appeals per year. It informs the Ukrainian state and society about human rights and analyzes the state of adherence to human rights and fundamental freedoms in Ukraine. KHPG is trying to change the situation in Ukraine for the better by ensuring such human rights as the right to life, freedom from torture, ill-treatment, and arbitrary detention, freedom of speech and information, right to privacy, rights of vulnerable population groups – prisoners, people living with HIV, drug addicts, asylum seekers, and others.
The Center for Strategic Cases (CSS) of the KHPG, established in 2003, has up to 200 strategic cases per year pending in national courts and the ECHR. CSS lawyers submitted 635 applications to the ECHR and won 185 cases under Articles 2, 3, 5, 6, 8, 13, and other articles of the ECHR. 85 cases passed the communication stage and are awaiting consideration on the merits. The remaining cases are pending communication with the ECHR, including more than half of them concerning crimes committed before the beginning of the full-scale phase of this war.
In 2022– 2024, the KHPG systematically collected information about the events of the armed aggression of the Russian Federation against Ukraine by obtaining and studying information from open sources, as well as personal communication with victims and witnesses of crimes committed by the Russian military. The interviews with the victims were carried out both in reception centers of the KHPG and during visits to the territories liberated from the Russian occupation by the Armed Forces of Ukraine.
